To the attention of Athletes and Coaches!
Please, be advised that All – Russia Athletic Federation is warning you that it is unlawful to infringe Rules of participation of Russian track and field athletes in the international competitions.
In accordance with the decision, taken by the IAAF Council, on the suspension of ARAF from IAAF Membership, Russian athletes are suspended from participation in the international competitions under IAAF Rule 1.1. However, in the first two days after IAAF has announced its decision, i.e., on November 14 & 15, 2015, several athletes took part in the competitions. IAAF urged ARAF to initiate disciplinary procedures with regard to these cases. Athletes in question have provided their explanation of the situation and said that information about the ban was not accessible or they did not receive proper clarification. Moreover, organizers of the competitions have admitted Russian participants and allowed them to compete. This information has been taken into consideration. Explanation provided by the athletes and by ARAF, has been duly sent to IAAF.
As a follow up, ARAF in agreement with the Coordination Committee of the Olympic Committee of Russia decided to issue a warning to Victor Ugarov, Alla Kulyatina and Sergey Nechpay and to demand their full compliance to obeying the IAAF Rules and fulfilling the requirements of the ban of Russian athletes from participation in the international competitions.
