Lifetime ban for Viktor Chegin


Interim Coordination Committee of the Olympic Committee of Russia (ICC OCR) for collaboration with WADA and IAAF regarding harmonization of the RusAF activities with the World Anti-Doping Code and the IAAF Anti-Doping Rules, lifting the RusAF suspension, reinstating its memberships with IAAF, disqualified Mr. Viktor Chegin, race walking coach.

Based on the documents, provided by the Russian  Anti – doping Agency (RUSADA), ICC OCR considered materials related to violation of the anti – doping rules by Mr. Viktor Chegin. Mr. Chegin is charged with violation of the Russian Anti – doping rules under paragraph 2.8

"Administration or Attempted Administration to any Athlete of any Prohibited Substance or Prohibited Method, or any other act associated with a violation or attempt of violation of an Anti – doping Rule", and paragraph 2.9 “Complicity: Assisting, encouraging, aiding, abetting, covering up or any other type of intentional complicity involving an anti-doping rule violation”.

In accordance with Article 8 of the Russian Anti – doping Rules Mr. Viktor Chegin has been granted the right for an unbiased hearing. On February 17, 2016, RUSADA Disciplinary Committee considered documents submitted by the representative of Mr. Chegin.

Based on the documents, provided by RUSADA on March 18, 2016 and taking into consideration all revealed circumstances, severity of consequences, in particular, involvement of minors in use of forbidden substances, systemic violation of Anti – doping Rules by Mr. Viktor Chegin, ICC OCR issued a decision to disqualify Mr. Viktor Chegin lifetime. Disqualification is in force as from the date of declaration of a resolute part of decision, i.e., from February 17, 2016.

Mr. Viktor Chegin is ineligible to take part in any capacity in any international and/or national competition. The sanction issued against Mr. Chegin, assumes a life ban to any activity in the area of physical education and sport in the capacity of a coach, teacher, manager, agent, technical staff of the team, official, medical, paramedical personnel, or in any other capacity suggesting cooperation with an athlete, organization of educational/training process, providing medical assistance or support to athletes in the course of preparation and participation in sports competitions.

The abovementioned restrictions apply to all and every physical education/sports organizations.  

Russian Athletic Federation has duly recognized the decision issued by ICC OCR and repeated its adamant will to continue  an implacable fight against doping, and expressed its exclusive commitment  to the principle of zero tolerance against violation of the Anti – doping Rules, despite various merits and titles.
